TOSE is a third-party developer based in Kyoto, Japan. They are called the game development ninjas because they almost never take credit for the games they make.

There are several exceptions to the rule, the most notable on being the Legend of Stafy series. Since TOSE is co-owner of the series, they take credit for the games.
