In the game, players choose whether to control the [[Orange Star]] or [[Blue Moon]] factions and take part in strategic battles set on a variety of maps. The two sides take turn moving units across spaces of a board, with the goal being to wipe out all of the enemy's forces or capture their base. The different units include ten land units, four air units and two sea units, which all differ in the ways they move and attack, as well as their strengths and weaknesses. Two of the land units are infantry, which are the only units capable of capturing territory. The territory that can be captured includes cities, factories, seaports, airports and an enemy's base. The number of funds available to one side increases with the number of territories captured, and additional units can be made using funds at factories, seaports and airports. The game contains a total of fifteen maps to choose from, along with two secret maps which can be unlocked depending on which side the player fought for.

This game acted as the foundation for the ''Famicom Wars'' series and set down a number of basics for the series, from the gameplay to the names of the factions (Red Star and Blue Moon, the former being renamed Orange Star once the series went international).
