Dottie is one of the partners in Super Paper Mario, found in Chapter 5-4: The Menace of King Croacus.  Dottie allows Mario and co. to shrink to a tiny size, similar to the Mini Mushroom in New Super Mario Bros.  While tiny, Mario and co. will be ignored by enemies, can run over water, and can use special doors and pipes that would be too small otherwise (including the Itty Bitty shop).

Dottie is discovered deep within the Floro Caverns, where she has been helping a Cragnon avoid capture.  When Mario and co. enter, the Cragnon panics, but Dottie calms him and sends him home.  She then joins the group, helping them to find the Card Key that provides access to the Floro Sapiens' processing center.
