At Starfy's Pufftop Palace, [[Ogura]] was once more freed from his imprisonment in the Magic Jar once the jar was suddenly shattered during an unusually severe thunderstorm. Starfy's father instructed Starfy and [[Moe]] to pursue Ogura. Moe was reluctant due to his boredom with pursuing Ogura, at which point Starfy's sister Starly pushed both of them into the ocean and jumped after them.

One day, Tenkai Palace was shook by a huge thunderstorm and the Magic Jar was broken by a strike of lightning. Ogura broke free and flew away. Stafy's father told Stafy and Kyorosuke to pursue Ogura. The main addition in this game is the character Starly, who has unique abilities that are needed to progress through some areas. The player can switch between the two starfish at will. This installment also featured some multiplayer minigames.
