Phoebe is the second member of the Hoenn Elite Four who appears as an opponent in the third generation games of the Pokémon series: Pokémon: Ruby, Sapphire and Emerald Versions as well as Omega Ruby and Alpha Sapphire. She specializes in Ghost-type Pokémon.

Background[edit]

Phoebe had trained on Mt. Pyre, where she gained the ability to communicate with Ghost-type Pokémon. This led her to develop a tight bond with her Pokémon that aided her in battle. Her strategy was to confuse and confound opponents, and she described her Pokémon as being hard to pin down.

In Ruby, Sapphire, Emerald, Omega Ruby and Alpha Sapphire, she was defeated by Brendan/May. After being defeated, she realized that the trainer had a strong bond with their Pokémon, and she naturally lost due to not noticing this bond. Phoebe then became curious about how far the trainer's bond with their Pokémon would take them.

In Omega Ruby and Alpha Sapphire, Phoebe utilized Mega Evolution in rematches against Brendan/May due to Steven Stone having provided the Elite Four with some Key Stones. Outside of Elite Four battles, she could also be found speaking to some of the graves at Mt. Pyre upon completion of the Delta Episode. She was there to visit her grandmother, who had told Phoebe that Brendan/May had left a lasting impression on her.

In Other Pokémon Games[edit]

In Pokémon Masters EX, Phoebe and her Dusclops appeared as a playable sync pair that could be recruited at random through the Sync Pair Scout feature. Her Dusclops could also evolve into Dusknoir through a special Sync Pair Story in which she had to battle Agatha in a one-on-one battle. A Fall 2023 variant paired with Cofagrigus was made available through the Sync Pair Scout during limited time periods, starting in October 2023. When fought as an opponent, she has sometimes also synced up with Banette and Drifblim. Phoebe also appeared as an opponent in Chapter 17 of the Main Story's PML Arc. In that chapter, she had formed a Pokémon Masters League team with Agatha and Acerola, Ghost-type Elite Four members from other regions. They were defeated by Scottie/Bettie's team. Agatha then tried to get both Phoebe and Acerola to join Scottie/Bettie's team in order to gain more experience with team battles, but Phoebe declined the offer and instead decided to accompany Agatha in studying team battles from the sidelines. She also appeared during an extra scene in the "Shining Star" Story Event, in which she and Scottie/Bettie had shown up for a photoshoot, but as there was no sign of Viola the photographer, Phoebe decided to take the pictures for them. She also helped to comfort troubled trainers during the "It's All Good" Story Event by talking about her own troubles fitting in due to some people fearing her for being different and the comfort she derived from talking to Ghost-type Pokémon. Phoebe was also featured in her fall outfit in the Story Event "The Haunted Museum", in which Roxanne and Lenora consulted her for her ability so that she could help them resolve an apparent haunting at Pasio's newly-opened museum. With Phoebe's help, they found a Preschooler and led her to her friends who were the source of the haunting, a Cofagrigus and Runerigus that had accidentally been brought into the museum. It turned out that the Pokémon wanted to form sync pairs, so Phoebe synced with the Cofagrigus while Roxanne formed a pair with the Runerigus. This resolved the haunting, and the Preschooler disappeared. Phoebe later approached the Preschooler and assured her that her Pokémon would be alright now, at which point the Preschooler ascended, indicating that she herself was also a ghost. In an extra scene for the event, she asked Shauntal about Cofagrigus's diet and decided to ask Lear about letting it eat the gold state of him that it was eying.

  • Phoebe appears towards the end of the Ruby/Sapphire arc of the Pokémon Adventures manga, when Steven Stone summons her with the rest of Hoenn's Elite Four to aid in the battle against Groudon and Kyogre. She is sent to retrieve the young blind boy who was tasked with interpreting the ancient tablet containing the keys to the three Regi- Pokémon. She later helps to control Regice with Glacia. In the Omega Ruby/Alpha Sapphire arc of the manga, she reappears and helps with the effort to destroy the Delta Meteor.

Trivia[edit]

  • Her name may be referencing the word "phantom" or "phobia". Her Japanese name is Fuyou, which could refer to the Japanese word for the cotton rosemallow (similar to the flowers in her hair) and "yokai", a Japanese term for spirits.
  • She mentions having a grandmother at Mt. Pyre, which could only be referring to the old woman at the peak of the mountain who watches over the Red and Blue Orbs. The old man accompanying her could be her grandfather.
