After the meteors fell, the man (who would go on to become mayor of Freehaven) was rescued by Captain Brenner of the 12th Battalion. Grateful for his life spared, he vowed to help others by establishing a place where survivors could band together - a place he named Freehaven. He became the mayor and leader of the people and as the number of survivors began to grow, his kindness towards newcomers declined, due to dwindling food supplies. It reached a point that when Brenner came with two new survivors - Will and Isabella, the Mayor turned them away. However when The Beast appeared to raid Freehaven, the Mayor made a deal saying he would consider taking in the two survivors if Brenner drove off the raiders.
When the raiders were defeated though, the Mayor reminded Brenner that he only said he would 'consider it'. Brenner was disgusted by this, so the mayor asked if Brenner would make him do it by force, something he knew Brenner would never do. With their time wasted, the 12th Battalion continued on and left Freehaven behind. Sometime afterwards, a quake devastated the surrounding area and destroyed the remaining buildings, leaving Freehaven without food or shelter. When the 12th Battalion passed back through again looking for the Rubinelle Government Complex, the Mayor quickly alerted Brenner of their situation and begged for help as well as apologizing for his past dealings. He then requested food, but was interrupted by the return of the Beast and his raiders.
Following the 12th's victory, the Mayor learned of Isabella's sickness. The Mayor immediately demanded she be left behind, despite the fact none of his group could contract it. However Brenner adamantly maintained that he would not be leaving anyone behind. The Mayor wasn't happy with this, but stuck around anyways until they managed to find the government facility and get the food factory up and running. With The Beast defeated, the Mayor gathered up his supporters and demanded that Brenner pack up and leave, maintaining that his people could survive out on their own, unlike the people of Freehaven. This infuriated Lin, but Brenner kept her from turning on the Mayor. Deciding to appeal to Brenner's sense of honor, the Mayor put it down to a vote. However his previous dealings had made him unpopular with his own people and the people voted for Brenner and his soldiers to stay, given how they had fought and died for them up to that point.
The Mayor in the meantime became unpopular. As the facility grew in numbers from incoming survivors, the Mayor began to grow in popularity, but he made no further moves against the army. In time they were called to the location of New Rubinelle, where Admiral Greyfield had been calling all of Rubinelle together to figh the Lazurian Army. The Mayor went along with them due to the promise of ample provisions, but things soon turned sour when Brenner turned on Greyfield by rescuing the Lazurian officers he had just defeated. They spent some time in pursuit until a new strain of virus gave the 12th a competitive chance against the New Rubinelle Army, leading to the death of Greyfield. When [[Caulder[[ of the Intelligent Defense Systems demanded Isabella be handed over, the Mayor made himself known again and demanded that she be handed over. When he was thrown out of the War Room, he and the other villagers gathered around Isabella and hurled insults at her until she fled.
Following the battle, the Mayor appeared on the scene again and hurled insults at Will for risking all their lives for a girl that left anyways. He then asserted that even he would make a better commander and that he intended to confer with the population about doing just that himself. Soon after it was revealed he had made an agreement with Caulder all along to have give up Isabella for an exchange of a ceasefire and the antidote to the disease. Caulder met with the Mayor and informed him he had the serum in one tube, but only enough for one and that it would time to take more. The Mayor, thinking only of his own illness, demanded the serum and injected it into himself. As he began to insist that Caulder withdraw his soldiers and provide food, Caulder admitted that he lied about the deal. Before the Mayor could resond, he began to feel the effects of the serum, which in fact was a poison. In his final moments, he realized that he had been double crossed in the same way he had double crossed the 12th Battalion.
