Nuclear as in the immediate group we think of when the organization is mentioned.

TRO-
Bomberman - He worked with Metal Mario against the Party Goers from the first Party Goers. This guy kept various Bombinators to blow up any new story that came along. Eventually sort of settled down in Rocketsville with the other three nuclear members of TRO.
MagiKoopa - Zooming in on a flying broom--no, a flying submarine, this magical turtle at once joined the efforts in blowing up Party Goers the story. While he (and to a certain extent Bomberman as well) can be somewhat obnoxious, he can be serious when it counts.
Meowth - This feline member serves to to bring Bomberman and MagiKoopa back to reality when they need it.

TWIFATIT (The World Is Flat And That Is That)-
Lupus - The cheese god that hates authority that isn't his. As such, he spends his time trying to take over the world (toppling governmental authority) and trying to do it with things that most would say defy reality (going against... some sort of authority... you know).
Koopa - This guy's long family line worked for Lupus, all of them doing menial labor.
Fred - One day, he decided to join Lupus. Ever since, he's used a giant hammer to beat up the good guys and spoken on seemingly random tangents. This guy's growth was stunted at an early age, and Fred keeps up an unkempt appearance that is only aided by razor sharp teeth.
Lithium Debater - Your typical mob boss that works for a cheese god and has guns that shoot hamsters.

TRO, hands down.

But what about Mecha Sonic and Giovanni?

Giovanni sits behind a desk most of the time. I wasn't sure about Mecha Sonic.

TRO, not a question. They were blowing up stories when TWIFATAT were taking naps around midday. Those scary guys were professionals at what they did. Party Goers owes it's early survival to them (ironically).

I also happen to know that Dark Ditto has a wallscroll of TRO hanging up in his bedroom. They were his heroes growing up.

TRO, because Lupus isn't a part of it.

Well, Meowth isn`t much of a team member, so without Giovanni, Mecha Sonic, or Metal Mario, Nuclear TRO is in a bit of a spot against a God, and his three fanatical flunkies. Bombinators aren`t such a bad weapon, and Magikoopa isn`t anything to overlook, but they`re just as bumbling, and Lupus alone > than them anyways. They`d give TWIFATIT trouble, but in the end it would come down to a straight fight, and the folk at TWIFATIT if nothing else are durable. Without Lupus they`d TRO might win.

If you wanted to argue about vehicles, TWIFATIT has at least as good stuff as TRO`s flying submarines, and basically infinite funds, so I consider this fight to be pretty one sided.

But Lupus' team are just a bunch of unimaginitve Godmoders (sorry Lupus). More interested in being badarse than in being entertaining. Nobody likes characters like that, so they're doomed to lose.

As a matter of dramatic irony, the less powerful always win :p

I'm going to be biased and vote for TRO.

TWIFATIT has the advantage. You've all been blindsided by nostalgia.

That holds true for just about every villain in MOG, with TWIFATIT being a large exception.
